NSS 2027 arrangements put target-list checks ahead of fieldwork
Updated Nov 06, 2026
The Office for Students published its NSS 2027 arrangements on 21 October 2026. It asks participating providers to review their contacts and submit survey preferences and student sample details by 27 November 2026. For survey and quality teams, this is the point to check who will be invited and plan how their feedback will reach decision-makers.
What the NSS 2027 arrangements confirm
The questionnaire remains the same as in 2026. The arrangements document confirms a 6 January 2027 launch, with fieldwork from 7 January to 30 April. Results are provisionally scheduled for 7 July 2027. Build the preparation timetable around the launch, fieldwork and results dates.
The revised target-list process deserves attention. Annex B, for HESA-returning HE providers and Welsh FE colleges, says providers should assume addition and removal requests are approved within eight working days unless they hear from OfS. Individual confirmations should no longer be expected. Requests close on 26 February 2027; additions should be submitted early. Record submission dates and monitor queries rather than waiting indefinitely for confirmation.
The questionnaire retains national differences: freedom of expression is asked in England, while overall satisfaction is asked in Scotland, Wales and Northern Ireland. Its student voice questions cover opportunities to contribute, whether staff value opinions and whether action on feedback is clear. Keep those distinct questions visible in local reporting.
What institutions should prepare now
Our recommendation is to review the target list with colleagues responsible for student records before finalising survey plans. Keep a record of requested changes, their reasons and any follow-up. Separately, agree who will review the eventual results and which committees or course teams can act on them.
Annex B asks providers to agree optional question banks with their students' union. Use that discussion to identify what each selected topic should help the institution decide. Our student comment analysis governance checklist offers prompts for documenting access, review responsibilities and reporting limits before comments arrive.
How open-text analysis connects
The questionnaire includes an open-text invitation to highlight positive or negative aspects of the experience. The arrangements confirm that providers can access comments through the NSS data portal, alongside other unpublished results. Plan for a review of those accounts as well as the scores.
Our NSS open-text analysis methodology sets out a workflow for preparing comments, applying documented categories and checking interpretations against the text. Agree which teams will consider each theme and how they will record the response to students.
FAQ
Q: What should our institution do first?
A: Assign owners for the 27 November 2026 preparations: checking provider contacts, submitting survey options and supplying eligible students' contact details. Check the applicable annex and Ipsos set-up guidance, then record the decisions and outstanding queries in your survey plan.
Q: Does this apply across the UK?
A: Yes, NSS is UK-wide. Annex B covers HESA-returning providers; separate annexes cover FE colleges in England and Northern Ireland. Promotion remains optional in England and required in Wales, Scotland and Northern Ireland. Check the guidance relevant to your provider before preparing local communications.
Q: What does this mean for student voice beyond the survey?
A: We recommend agreeing how findings will lead to decisions and a response to students. Use our introduction to student voice to frame that discussion. A completed survey establishes that feedback was collected; the institution still needs to explain what it considered, decided and followed up.
